Welsh Conservative leader Andrew RT Davies hopes a new party website will encourage more people to engage with the political process in Wales.
At the launch of the Tory's Your Voice online site, and Mr Davies said it was an "easy-to-use" webpage aimed at encouraging debate and contributions which could shape party policy in the future.
"One thing I think many politicians are not focusing on is how to increase voter participation," he told reporters in the Senedd.
"If you had someone's lists of top 10 priorities in politics and Wales, around eight of those would come under the remit of the Welsh Assembly and yet we only get a maximum 45% turnout for elections.
"This isn't just a one off. This is building into the package that we started back in January with our (community) forums and we will be holding more of them as they year progresses.
"Obviously it will be monitored (for abusive content) but I hope that people will see it as at a positive engagment.
